Volkswagen Owners of San Antonio
By-Laws

I. Membership
The Volkswagen Owners of San Antonio (VOSA) club is open
to all Volkswagen enthusiasts regardless of race, creed, color or religious
affiliation. Membership is contingent on compliance with club by-laws
and may be canceled for failure to comply by the procedures in paragraph
VI section B.
II. Officers. An elected officer will be a dues paying
member.
A. The elected officers of this club will be as
follows: Seven (7) Officers who will be responsible for running meets,
registration, organizing club events, notifying media of event dates
and results, compile and maintain photo albums and journals of newsletters,
writing club correspondence and for taking and maintaining minutes,
provide newsletter articles to the newsletter editor. No one elected
officer shall assume all responsibilities but shall volunteer for one
or more task of his/her choosing.
B. The term for elected officers will be from January 1 to December
31.
C. The elected officers will form the Executive Board and will hold
Board meetings as required to develop club policy and procedures. These
policies and procedures are subject to membership approval by simple
majority.
D. The Executive Board for special events will select appointed
officials. This can be an Event Coordinators, Cruise Director or Sergeant-at-arms.
Each will serve at the discretion of the Board.
E. Two elected officers can be registered to sign checks. Payments
are to be approved by a simple majority of members at a general membership
meeting.
III. Meetings
A. Formal Meetings will be held a minimum of one
per month. The general membership meeting will normally be held on the
2nd Sunday of the month at a time and location to be determined. The
formal meeting will be for business and include anything that would
need general membership approval or voting.
B. Informal Meetings can be held one or more times per month. A
semi-regularly scheduled informal meeting will be held on the 3rd Friday
of each month at a time and location to determined. The informal meeting
can include a short business meeting if necessary, followed by a fun
run, swap meet, cookout or anything that the membership wants to do.
IV. Elections
A. Regular Election of officers will occur in
January of each year. Members may be nominated or nominate themselves
for one elected position only. Nominations will be solicited in November
and December and each candidate may speak to the membership for 3-5
minutes before the vote. Members are present to vote and absentee voting
will be allowed only as specified. The executive Board will decide each
case individually, based on merit and circumstances. Examples of acceptable
absentee votes would be in case of illness, work requirements or an
emergency. Approved absentee votes will be delivered in a sealed envelope
to the officers at the meeting and will be opened in front of the membership.
B. Special Elections will be held if an officer must step down or
is removed from office. Nominees for that position will be taken and
voted on at the following general membership meeting. The replacement
will serve the remainder of the term.
V. Dues & Fees
A. Types of Memberships:
1. Full Members (voting rights)
$10.00 per year. Includes VOSA window decal,
and monthly newsletter. The term for membership will be
one calendar year from the date of membership.
2. Student Membership (voting rights) $5.00 per year. This is for
currently enrolled students and includes a monthly newsletter.
3. Hardship Membership (voting rights) No Charge. Special membership
given to members who present a valid request to the Executive Board
for a waiver off dues for a specific period of time due to financial
hardship.
4. Corporate Members $40.00 per year. Includes 1 full membership,
advertising in the monthly newsletter, and website and on event flyers
and patronage by club members.
5. Life Members (voting rights) $5.00 per year. Includes the same
benefits and a full membership.
B. Special Fees:
1. Additional window decals can be purchased
for $2.00 each.
2. VOSA t-shirts may be purchased for $12.50 each.
3. Entry fees to club events may be reduced for members.
VI. Life Members
A. Each year the Volkswagen Owners of San Antonio
members may award a life membership to an individual or individuals
who have done the following:
1. Been a VOSA member for 5 conscutive years
2. Been active in all aspects of the club
3. Been voted on and received a simple majority vote of members
at the annual elections meeting. (Only VOSA Members may be present
for the discussion and vote.)
VII. Code of Conduct
A. All members are bound by the terms of these
by-laws. A dues paying member may be removed from the membership of
this club for deliberately violating club by-laws. A member may also
be removed for violating a civil or criminal law while at a club function.
B. Removal of Membership Privileges: To remove
a person from membership roles requires the following steps.
1. Charges must be brought by a dues-paying member
in writing and delivered to an elected officer of VOSA.
2. The Executive Board will decide if the charges have merit to
be brought before the general membership. If the Executive Board votes
YES proceed to step 4. If the Board votes NO
proceed to step 3.
3. If the Board votes NO, it may be brought before
the general membership with a petition signed by 25% of the membership.
4. The Sergeant-At-Arms will present the case against the accused.
The person being requested to leave the club will be given time to
express his side. An opportunity for rebuttal and questions from the
membership will be allowed afterwards. Voting will be by secret ballot
and the decision will be determined by a simple majority of members
present at a general or special meeting. This case may not be re-tried.
